General objective:

1. Manage governance in health research through the creation of a regulatory framework that will direct and coordinate the actions within the two principles of this policy.
2. Promote the training and specialization of human resources for research and ensure its financial sustainability.
3. Promote and encourage the country's health research culture.
4. Guide health interventions with a scientific basis for the benefit of people and the environment.
5. Basing health research on the principles of gender equality, ethnicity, disability, social protection, human rights and diversity.
